Speaking at a forum in Richmond Thursday night, Rep. Lonnie Napier brought up the effort to remove welfare benefits from people who abuse illegal drugs. He said he may co-sponsor Rep. Melvin Henley's bill in the 2009 session.

So, if a person eats hemp breads, butter, pancakes, waffles, drinks hemp milk, or uses hemp body creams, lotions, fragrances, salves, balms, soaps and tests positive for THC, their welfare payments are going to be cut off?
This is another bill based on ignorance. Why are politicians so hell-bent on walking into a dark tunnel of ignorance when there's no light at the end of the tunnel?
Apparently neither Rep. Henley nor Napier have bothered to investigate the fact that hemp products contain trace amounts of THC. THC is cumulative, and waste metabolites remain in the body for 30 days. They're detected by urine tests.
So will drinking coffee or taking ibuprofen cause a person to test positive for THC.
Yet Reps. Henley and Napier want to punish people who try to take care of themselves by using healthy substances. Is it too much to expect that these overpaid sycophants would investigate these matters?
If these gentlemen are so interested in reducing wasteful government spending, then why not introduce legislation to pardon all non-violent substance users who are incarcerated for decades to benefit the private prison industry? For those prisoners alone, the cost is about $270 million a year.
Another wasteful bureaucracy that could be eliminated would be the Office of Drug Control Policy. This office in no way promotes the happiness of the people -- a primary reason for why representative government was instituted.

That quote is a succinct summary of the US Constitution.
