This is just some more anti-American values, right-wing drivel, opposing good government.
In Alexander Hamilton's 1791 report to Congress on manufactures, he wrote:
"To be enabled to contend with success, it is evident, that the interference and aid of their own government are indispensable."
"Big government" is not necessarily the opposite of good government. Good government has to be sufficient large enough to conduct the necessary regulatory activities to minimize injury to the public, its manufacturers and its workers.
"Small government," "less government," "free market" are just code words for wanting a license to steal.
State governments have sabotaged American workers and manufacturers by giving tax breaks (called "economic stimulus packages") to foreign automakers.
Since 1981 Kentucky has doled out $381 million to Toyota of Georgetown. That's like putting a bounty on the heads of US autoworkers, and putting a duty on the sale of American cars, some of which are manufactured in states other than Kentucky.
Senators McConnell (R-KY), Bunning (R-KY), Corker (R-TN), Shelby (R-AL), all support state government welfare payments to foreign auto manufacturers. They are the Benedict Arnolds of American workers, manufacturers and the American economy.
The Cato Institute supports this traitorous nonsense.

Since when, Hempy, has the Cato Institute supported corporate welfare for anyone?
