Is Damon Thayer swimming against the tide?

As much of official Frankfort appears mesmerized by the fool's gold of a cigarette tax increase, an effort to hold the line on local tax increases may get somewhat less attention.

Kentucky Votes reports Sen. Damon Thayer's SB 72 would "require proposed ad valorem tax increases for a district within a county or counties to receive prior approval from fiscal courts of all affected counties."

I'm a former newspaper editor. I don't know how many times I sat in a local fiscal court meeting and heard magistrates, the county judge, or attendees complaining about some taxing district's rate increase, only to hear the county judge say they have no say in the matter and are required to rubber-stamp it.

This is an excellent idea. Most of those taxing district boards are appointed rather than elected and there is no accountability. This would provide much-needed oversight from elected officials who are pretty much obligated to do their constituents' bidding if they want to stay in office.

Kudos to Thayer. Despite how much Bill "bil" Adkins hates him and puts him down, Thayer is rapidly making a name for himself as one of the Senate's leading lights.

Thayer is a true conservative Republican unlike Trey Grayson and Mitch McConnell.
