So, let's try to get this straight. If South Carolina Gov. Mark Sanford refuses $700 million in one-time money from the federal government, he would risk causing the loss of 4000 teachers' jobs and 700 prison guards.
At least that is what this news story says:
But if that is true, whose fault will it be next year without another $700 million gift plus $35 million in interest payments for this year's $700 million?

Considering your source, Gov. Mark Sanford (R-SC), you can see why the claim is bogus.
It rejects Hamiltonian economics, and Sanford is promoting the failed social program of incarcerating non-violent marijuana users.
That flawed, failed conservative social policy cost Kentucky $270 million a year--enough for the state to balance its budget were not such a failed, government funded conservative social program so revered by the Wing Nut Right.
No wonder John Stuart Mill wrote of conservatives:
"Conservatives are not necessarily stupid, but most stupid people are conservatives."
