"Efficiency" another Obama/Beshear connection

You may have heard President Barack Obama wants to generate $100 million in cost cutting "efficiencies." Interestingly, even New York Times columnist Paul Krugman can point out that such a move doesn't make a dent.

The only way to really help is to reduce and eliminate bad programs. In Kentucky, where we can't even get Gov. Steve Beshear to follow through on an efficiency study it was his idea to promise, we seriously need to get government out of paying health premiums for children of middle class families, get a handle on school spending, and eliminate wasteful labor policies.
