Kentucky’s governor and its Secretary Of Education Helen Mountjoy are trying to convince the US Secretary of Education that Kentucky’s School Based Decision Making Councils are a suitable alternative to the charter schools the federal official favors.
But, WFPL radio knows that is anything but a done deal.

It will be interesting to see if Kentucky gets any second tier money without doing something to start charters. I think Secretary Duncan would open himself to criticism for not sticking to his guns if he gives Kentucky a bye on this.
And, as the main blog item points out, there is no guarantee for Kentucky if they take this gamble.
