An engine or a rudder?

Should government be the engine that propels or a rudder that guides?  This is the central question about the role of government that we use to frame public policy.

The government should limit its involvement to protecting its citizens from threats.

We have turned into a nanny state where the handouts overwhelm individual incentive to be accountable for our lot in life.

Nothing will happen to limit government until people in the great silent majority take initiative to learn what is going on and speak up.
