Why Kentucky needs charter schools: More and more schools fail our neediest students




In 2009, sharp increases occurred in Kentucky schools that failed key student groups.

The question still not answered is: Are charter schools going to be required to take special education, homeless, and English as a Second Language students in the same proportion as the public schools?

If not, why not?
