'One way' streets won't lead to better schools

Great point. Teachers need to be held accountable for their performance, and measuring students' improvement from the beginning to the end of the year really allows for this to take place. Kentucky students would be better served if teachers were held accountable for their performance instead of coasting each year once they've "earned" a tenured position.
