I read an article today about using MRIs to discern whether smokers are able to quit smoking. Whether they are able to depends on certain activity in the area of the brain responsible for behavior change.
I wonder if we could use this same technique to determine...
...if the Kentucky General Assembly can change their habit of increasing revenue rather than decreasing spending
...or if many education bureaucrats can change their habits of ignoring accountability and sound data.
Just a thought.

A more appropriate, Adam Smith capitalistic question would be, can the Kentucky General Assembly find other sources of revenue besides the ones they've been hitting up for decades?
There are other sources of revenue that neither the General Assembly nor the governor seem to have the guts to go after.
Another more appropriate Adam Smith capitalistic question would be, can the General Assembly bring itself to adopt a proportional tax system and eliminate all those tax deductions, exclusions and other freebies they seem to burden the tax system with?
Given your feudalistic penchant, it's unlikely that you'd endorse anything so capitalistic.
I agree with Hempy. The General Assembly should either cut spending or find other sources of income - as long as those sources don't add to the tax burden of KY citizens.
