Unions do a great job for their members. They also do a great job intimidating legislators that don't have the intestinal fortitude to stand on what would be best for the state. But they don't give a flip about Kentucky economics, financial viability or competing with others.
As long as legislators are more concerned about being elected than they are about doing what's best for all Kentuckians the union tail will always wag the big Kentucky policy dog.
