Behind bars and brackets

David Boaz at the Cato Institute reminds us that if you fill out an NCAA bracket and plunk down a few bucks, Congress believes that you should be in jail.

Perhaps a commenter can educate me, but is participating in an NCAA office pool against Kentucky law? Whatever the answer, why exactly does Congress have the power to prohibit consenting adult Kentuckians from engaging in office pools?

I'm pretty sure that's one power Congress lacks.
