And why do you assume that the younger less-experienced teacher would be more effective? When you fly do you prefer a younger less-experienced pilot or the an older experienced one?

Experience does help in teaching, to a point, but the sad fact is that poor teacher preparation has been going on for some time, and some older teachers have either never learned their craft very well or are "retired on the job." Younger teachers with better training and more drive can indeed outperform such older teachers.
