That is because our government and education leaders can't get past the powerful union intimidation and union barriers to reform. It is too easy to do nothing because they aren't held accountable for their unacceptable results. With tenure, job protection, and union support to fall back on, it is just too 'inconvenient' to do what is required to reform the system.
